A Pinkerton superintendent in the 1860s issued patrol assignments on paper, received reports at the end of each shift, and communicated urgent matters by wire to the agency's central office. The patrol itself was unverifiable: a guard was expected to walk a beat, but there was no mechanism beyond a random supervisor visit to confirm it. This information asymmetry between the supervisor and the guard was the central operational challenge of the era, and it persisted for the better part of a century.

    World War II transformed industrial security: defense plants employed large guard forces under formal supervision chains, and the U.S. government required documented security procedures for facilities holding classified contracts.
