    The first generation of recreation workers operated with essentially no technology beyond the built environment they inhabited: sandboxes, simple playground apparatus, fields, and the force of their own social authority. Program planning was done on paper. Attendance was tracked in handwritten ledgers. The job was entirely relational: showing up, organizing games, teaching activities, mediating disputes, and keeping children safe in spaces that had been carved out of the crowded city for exactly that purpose. The "tool" of this era was the trained facilitator herself, and the profession's founding documents describe at length how to read a room, manage group energy, and adapt activities on the fly.

    The New Deal's Works Progress Administration did not give recreation workers a new tool so much as it gave the entire profession an entirely new physical platform.
