The Pennsylvania Railroad's hierarchical management structure, developed in the 1850s by superintendent Herman Haupt, made the mid-level office supervisor a permanent fixture of large American enterprise. Supervision was done entirely by personal presence and manual review of ledger books; the supervisor's authority rested on encyclopedic knowledge of the firm's books and processes.

  • Typewriter + scientific management (Taylor-era office factory)

    The commercial typewriter, mass-produced by Remington from 1874 onward, transformed the office from a small team of generalist clerks into a specialized production floor. By the 1890s and 1900s, large offices had separate pools for stenographers, typists, file clerks, billing clerks, and mail handlers -- each group requiring a supervisor. Frederick Winslow Taylor's scientific management movement explicitly called for a higher ratio of supervisory workers to production workers than previous methods, since fragmented specialized tasks required more coordination.
